Place all dry ingredients in cake pan and mix with fork. Make "wells" throughout. Add oil, vinegar and vanilla into "wells." Mix with fork.
Add cold water and mix.
Bake 35 to 40 minutes at 350Β°.
DO NOT OVERBAKE AND MIX WITH A FORK, DO NOT USE A SPOON.
