Place on top of cabbage.
Sprinkle with 2 cups sugar.
Put oil, vinegar, dry mustard, celery seed, salt and 4 teaspoons sugar in pan; bring to a boil.
Pour over cabbage.
Cover with lid or foil to steam.
Allow to cool and refrigerate 4 hours before serving.
