Heat oven to 350°.
With mixer, beat margarine until creamy; add dry ingredients, pudding mix first.
Add eggs and vanilla; mix well.
Sift flour and baking powder together.
In two additions of each, add milk, alternating with milk and dry ingredients.
Begin with milk.
Mix well with each addition.
By hand, add oats and chocolate pieces.
Spread in greased 9-inch square baking pan. Bake in preheated oven at 350° for 20 to 25 minutes.
Cool completely on wire rack.
Spread with chocolate frosting.
Cut into 16 squares.
