Combine sugar, flour and salt together.
Microwave margarine, water and cocoa just to a boil and pour over flour mixture.
Mix slightly.
Add eggs, buttermilk, vanilla and soda.
Mix well. Bake in a greased and floured cookie sheet at 350Β° for 20 minutes. Serves 24 to 48.
