Preheat oven at 350Β°.
Mix flour, sugar, 1/4 cup cocoa, baking powder and salt in an ungreased 8-inch pan.
Stir with a fork. Add milk and oil; stir.
Sprinkle brown sugar, 1/4 cup cocoa and chocolate chips over batter.
Mix vanilla and water.
Pour evenly over top and bake 30 to 35 minutes.
