Combine flour, soda, cocoa, sugar and 1/2 teaspoon of salt. Then add oil, water, vanilla and vinegar.
Beat until smooth. Fill paper cups in muffin pans 1/2 full.
Add a heaping teaspoon of filling.
Bake at 350Β° for 25 to 30 minutes.
