In large bowl, combine flour, 1/4 cup sugar, baking powder and salt.
Using pastry blender or 2 knives, cut in 1/3 cup butter until mixture resembles coarse crumbs.
Stir in chocolate morsels. Add milk; stir until dough holds a shape.
On floured board, knead dough lightly.
Roll dough into 16 balls.
Preheat oven to 375°.
In small saucepan, melt remaining 1/3 cup butter.
Pour 1/2 cup of melted butter in 8-inch square baking pan.
In cup, combine remaining 1/2 cup sugar and cinnamon.
Sprinkle 1/3 cinnamon sugar mixture over butter in baking pan.
Place dough balls in single layer in pan.
Brush with remaining melted butter.
Sprinkle with remaining cinnamon/sugar mixture.
Bake at 375° for 30 minutes. Cool 10 minutes; remove from pan.
Serve warm.
