Combine flour, 1/4 cup sugar, baking powder and salt.
Using pastry blender or 2 knives, cut in 1/3 cup butter mixture resembles coarse crumbs.
Stir in chocolate morsels.
Add milk.
Stir until dough holds a shape. On floured board, dough lightly.
Roll dough into 16 balls. Preheat oven to 375Β°.
In small saucepan, melt remaining 1/3 cup butter.
1/2 of melted butter in an 8-inch square baking pan.
Cup, combine remaining 1/2 cup sugar and cinnamon.
