Chicken Upside-Down

Melt butter over low heat.
Add flour, salt and pepper.
Let come to a boil over low heat.
Remove from heat.
Add chicken broth and milk.
Return to heat; bring to a boil, stirring all the time.
Cut heat to low and fold in chicken, peas and lemon juice.
Top with Cornbread Topping and bake at 400Β° for 25 minutes.
