Cheddar Filled Beef Roll

Combine first 5 ingredients together and mix well.
Pat meat mixture into an 14 x 8 rectangle on foil or wax paper.
Combine cheese, bread crumbs, green pepper and water and spread over meat mixture.
Roll meat up, starting at narrow end.
Chill several hours or overnight.
Slice into 6 to 8 servings.
Lay flat in shallow pan or cookie sheet and bake at 350Β° for 25 to 30 minutes.
