Mix sugar, flour and salt; set aside.
In saucepan, put margarine, cocoa and water; bring to a boil.
Add to dry ingredients. Add beaten eggs, vanilla, baking soda and milk.
Mix well.
Pour into greased and floured sheet pan (17 x 10-inch). Bake at 350Β° for 20 to 30 minutes.
Frost while warm.
