In mixing bowl, combine cream cheese, egg, 1/3 cup sugar and 1/8 teaspoon salt.
Stir in chocolate chips.
In another bowl, add flour, sugar, cocoa, soda and salt.
Add water, oil, vinegar and vanilla.
Fill muffin tins with 1/3 full with chocolate mixture.
Top each with heaping teaspoonful cream cheese mixture.
Sprinkle with sugar and chopped blanched almonds (if desired).
Bake at 350Β° for 30 to 35 minutes.
