Stir together flour, baking powder, sugar, cream of tartar and salt and cut in shortening.
It will resemble coarse crumbs.
Make a well in the center and add milk at once.
Stir just until dough clings together.
Knead gently for 10 to 12 strokes.
Roll or pat to 1/2 inch thickness.
Cut and place on baking sheet.
Bake at 450Β° for 10 to 15 minutes until golden brown.
