Place potatoes on bottom and up sides of an 8 x 12-inch casserole. Bake at 400° for 10 minutes. Combine browned ground beef, broccoli, 1/2 can French fried onions and chopped tomato. Place on top of potatoes. Combine soup, milk, 1/2 cup cheese and seasonings.
Pour over beef mixture. Cover and bake at 400° for 20 minutes. Top with remaining cheese and onions.
Bake, uncovered, 2 to 3 minutes longer.
(You can substitute frozen peas instead of the broccoli.)
