Place potatoes on bottom of an 8 x 12-inch dish.
Bake at 400° for 10 minutes.
Brown beef; drain.
Layer meat, broccoli, 1/2 can onions and tomato.
Mix soup, milk, 1/2 cheese and seasonings. Pour over meat mixture.
Bake, covered, at 400° for 20 minutes. Top with rest of cheese and onions.
Bake, uncovered, for 2 or 3 minutes.
