Saute onions in margarine.
Add potatoes, water, celery and seasonings.
Cover and bring to boil.
Reduce and simmer 15 minutes until potatoes are done.
Gradually add a small amount of milk to flour.
Add flour mixture to hot potatoes.
Add remaining milk.
Add Smok-Y Links and cheese.
Heat through until cheese is melted, stirring occasionally.
