Combine tomato soup and 1/2 can water; sprinkle with Worcestershire sauce; set aside.
Place beef in 3-quart casserole; sprinkle with salt, pepper and basil. Top with celery, carrots and onions. Pour soup mixture over meat and vegetables, coating all pieces.
Cover tightly and bake at 300Β° for 3 hours. Add potatoes and bake an additional 45 minutes.
