Sift together dry ingredients and place in an 8-inch square baking dish.
Make 3 wells in the dry ingredients.
In the largest well, put the oil or shortening.
In the next, put the vinegar and in the third, put the vanilla.
Pour the water over all the mixture and thoroughly mix with a fork.
Bake at 350Β° for 30 to 35 minutes.
