Prepare pasta shells according to package directions; rinse & drain; set aside.
Preheat oven to 350 degrees.
Cook beef and drain.
Add seasonings and water.
Cook over low heat for 5 minutes.
Add beans and 3/4 cup cheese; mix well.
Spread 1/4 cup salsa over bottom of baking dish.
Fill pasta shell with beef mixture.
Spoon remaining salsa over shells.
Cover with foil and bake for 40-45 minutes.
Sprinkle with green onions and remaining cheese.
Serve with sour cream, if desired.
