Brown ground beef with taco seasoning mix.
Line a 9 x 9-inch baking dish with the rolls.
Pour 1/2 cup Fritos on the dough. Add meat mixture.
Spread sour cream over meat.
Sprinkle cheese over sour cream.
Sprinkle on remaining Fritos.
Sprinkle the water over all.
