Blend flour and sugar.
Work in butter with fingers until mixture resembles pastry.
Divide dough into 4 parts; roll each part into 6-inch rounds.
Cut each round into 6; mark with back of knife like a fan.
Beat egg yolk slightly; add water.
Brush fans with egg mixture.
Place on ungreased cookie sheet.
Bake 8 to 10 minutes in moderate oven (375Β°).
Yields 24 fans.
