Place strawberries in bottom of pie shell.
Combine the water, sugar and cornstarch in a saucepan and cook over medium heat, stirring constantly until mixture boils.
Continue cooking over low heat 2 more minutes.
Stir in gelatin until dissolved.
Pour cooked mixture over berries.
Chill until set. Serve with whipped cream.
