Pour flour, 1 1/2 cups sugar, cocoa, soda and salt into a 9 x 12-inch pan.
Stir with a fork.
Form 3 wells.
Pour oil in one, vinegar in one and vanilla in one.
Pour cold water over all and stir.
Combine 1/4 cup sugar and the cinnamon; sprinkle over top. Bake at 350Β° for 35 to 40 minutes.
