Blend cocoa and sugar.
Dissolve cornstarch in water in a saucepan.
Add cocoa and sugar.
Stir to a paste-like consistency. Continue stirring over medium heat.
Add milk, a little at a time, continuing to stir with a whisk.

Serve hot.
