Saute onions in oil until brown, about 10 minutes.
Add 1/4 cup water and cook for 5 minutes.
Stir in tomato sauce and simmer 20 minutes.
Add 1/2 cup water and cook for 10 minutes.
Add corn, water, sugar and salt.
Cook for about 40 minutes.
Add pepper to taste.
