Mix flour and sugar together in a bowl.
In saucepan, put margarine, cocoa and cold water. Bring to a boil. Pour boiling mixture over sugar and flour. Add buttermilk, soda, eggs and vanilla. Bake 25 minutes at 400Β° in an 11 x 16-inch pan.
Make icing 5 minutes before cake is done.
