Put sugar, butter and milk in a heavy saucepan.
Bring to a boil and boil for 3 minutes while stirring constantly.
Remove from heat.
Stir in cocoa, oats and vanilla.
Mix well. Drop by teaspoon onto waxed paper.
Cool 30 minutes.
Yields 3 dozen.
