Season pepper and insert garlic pieces if desired.
Sprinkle meat with flour and brown slowly on all sides in a little hot fat.
Put roast in roaster pan, mix about 1 cup tomato sauce and 1 cup water (depending on the size of roast).
Around roast, add onion, salt, pepper and a bay leaf.
Baste 2 or 3 times.
