Coat the roast with flour.
Brown roast on all sides in cooking oil.
Sprinkle lightly with garlic powder, salt and pepper.
Add onion and water.
Cover and roast for about 2 hours at 325Β° or simmer on low fire for about 2 hours.
Add vegetables and cook about an hour longer or until meat and vegetables are tender.
