Blend the soup and water, set aside.
Mix the ground beef, onion, baking powder, milk and rice together.
Make into walnut size balls and place into a 2 1/2-quart casserole and gently pour soup mixture over top. Bake at 350Β°, covered, for 45 minutes. Uncover for 15 minutes.
Very good with mashed potatoes.
