Combine shortening, salt, lemon rind, nutmeg, sugar and eggs. Beat until smooth.
Sift flour, baking powder and baking soda. Add to shortening mixture and blend.
Add milk and mix well. Measure level tablespoons of dough onto greased baking sheet. Flatten cookies with a flat bottom glass covered with a damp cloth.
Sprinkle with sugar.
Bake in 350Β° oven.
Makes 3 1/2 dozen cookies.
