Brown steak.
Add 1 1/2 cups water, soy sauce, sugar, pepper and garlic.
Cover and cook slow for 45 minutes.
Add carrots, green peppers, mushrooms and water chestnuts.
Cook 15 minutes longer.
Use cornstarch and water to thicken liquid for gravy. Serve over cooked rice or noodles.
