Combine water, oats and butter.

Let stand 20 minutes.

Beat sugar and eggs together.

Add to oat mixture.

Beat in remaining ingredients.

Bake at 350Β° for 35 minutes in a greased and floured 13 x 9-inch pan.

Cool cake 15 to 20 minutes.

Put topping on cake and put under broiler for 1 to 2 minutes until it bubbles.
