Mix first 3 ingredients.
Add shortening and mix with fork or pastry blender until ingredients are crumbly.
In small bowl, beat together water, vinegar and egg.
Combine the two mixtures, stirring with fork until all ingredients are moistened.
Divide dough in four portions and wrap each portion with plastic or wax paper and chill at least 1/2 hour.
(May be frozen for later use.)
