Combine water, sugar and cornstarch; cook and stir until thick and clear.
Cool slightly; add vanilla.
In a large bowl beat egg whites and salt until droopy peaks form.
Continue beating as you slowly pour in the water and sugar mixture.
Beat until peaks stand up straight.
