Pierce beef on both sides with fork.
Place beef in glass or plastic dish.
Mix lemon juice, oil, mustard and pepper; pour over beef.
Cover and refrigerate at least 4 hours, turning occasionally.
Remove beef from marinade; reserve marinade.
Place beef on rack in broiler pan.
Set oven control to broil.
Broil beef with top about 3 inches from heat about 10 minutes on each side or until medium doneness.
Heat the reserved marinade and water to boiling in 1-quart saucepan, stirring occasionally; pour over beef and serve.
