Mix first 4 ingredients together like pie crust.
Pat into 9 x 13-inch greased pan.
Bake for 10 minutes at 350Β°. Melt butterscotch chips, syrup, butter and water over medium heat.
Pour over baked crust.
Sprinkle with nuts.
Return to oven.
Bake for 10 minutes more.
Do not overbake.
