Combine flour, sugar, cocoa, baking soda and salt in large mixing bowl.
Add water, oil, vinegar and vanilla.
Stir with a spoon or wire whisk until batter is smooth and ingredients are well blended.
Pour into two greased and floured 9-inch layer pans or 8-inch square pan.
Bake at 350Β° for 35 to 40 minutes or until cake tester inserted in center comes out clean.
Cool for 10 minutes; remove from pans.
