Blend margarine, powdered sugar and 2 cups flour; press into a 9 x 13-inch pan.
Bake at 350Β° for 20 minutes.

Fold in the 4 tablespoons flour and the baking powder.
Spread over bottom layer; bake for 25 minutes. Cool; sprinkle with powdered sugar.
