Mix flour, salt, cornstarch and cream of tartar in 2-quart glass bowl; gradually stir in water and oil until just about smooth.
Microwave on High, uncovered, 4 1/2 to 5 minutes or until mixture is very thick, stirring every minute (mixture will be very lumpy).
Cool enough to handle.
Knead until smooth, about 2 minutes.
