Preheat oven to 400 degrees.
Brown ground beef and onion; drain and place in greased pie dish.
Mix milk, eggs, Bisquick, salt and pepper.
Pour over beef and onion mixture.
Bake for 25 minutes.
Remove and top with tomatoes and cheese.
Return to oven and bake until knife inserted in center comes out clean (5-8 minutes).
