Heat oven to 350Β°.
Mix flour, granulated sugar, 2 tablespoons cocoa, baking powder and salt in ungreased square pan (9 x 9 x 2-inch).
Mix in milk, oil and vanilla with fork until smooth. Sprinkle with brown sugar and 1/2 cup cocoa.
Pour hot water over batter; do not stir.
Bake for 40 minutes.
Serve warm or cold with ice cream or whipped cream.
