Heat peas and water to boiling in medium saucepan.

Cover and remove from heat.

Let stand 1 hour.

Fry bacon; drain.

Add onion to peas; cover and simmer until peas are tender (1 to 1 1/2 hours).

Stir in rice, black pepper, tomatoes and green pepper.

Cover and simmer, stirring occasionally, until rice is tender, about 25 minutes.

Add additional water if necessary.

Add dollop of plain yogurt to each serving.
