In skillet, cook onion and 2 tablespoons butter until onion is transparent.
Blend in flour, sugar, salt and pepper.
Add milk all at once and cook until mixture is thick and bubbly.
Remove from heat and add sour cream and then add beans.
Spread 1/3 of bean mixture in greased casserole and sprinkle with half the cheese.
Repeat layers, ending with beans.
