Mix together the first 5 ingredients. Add the soda mixture, vanilla, flour, cream of tartar and salt.
Mix the remaining ingredients and add to the mixture.
Refrigerate and then make into small balls. Flatten with fork. Bake 8 to 10 minutes at 350Β°.
