Fudge Pudding Cake

Mix first 8 ingredients in a 13 x 9 x 2 1/2-inch pan.
Mix sugar and cocoa in small bowl.
Sprinkle cocoa mixture over top of mixture in pan.
Add hot water over top.
Do not mix.
Bake at 350Β° for 40 minutes.
