Combine condensed milk and water; mix well.
Add pudding; beat well.
Chill 5 minutes.
Pour equal amounts into cups.
Insert wooden sticks into center of each cup.
Freeze 6 hours.
To serve, remove from freezer.
Let stand 5 minutes.
Peel off paper cup.
