Sift sugar, flour, salt, cocoa and baking soda into ungreased 9 x 13-inch pan.
Make a well in middle of ingredients and add combined vanilla, oil, cold water and vinegar.
Stir until smooth with wire whisk.
Bake 35 to 45 minutes at 350Β°.
Cool, frost as desired.
