Stir in browned ground beef in buttered skillet.
Stir in tomato sauce; remove from heat. Boil noodles in salted water 10 minutes; drain.
Combine cottage cheese, sour cream, onions and green pepper.
Spread half the noodles in buttered 2 quart casserole.
