Mix first 8 ingredients in large bowl.
Mix in half the oil. Put remaining half of oil in a pot and wait until very hot, then put in chicken.
Cover and reduce heat.
Let simmer until cooked. Keep stirring so that chicken does not stick to pot.
Serve with rice.
